Share allotment is the creation and issuing of new shares; increasing the nominal value of them just means more will be issued; in this case from 3 billion shares to 8 billion shares of 0.01p nominal value each. It is why they say they will be issuing £300k or £800k of shares [or nominal value].

By some twisted logic it seems to mean that shareholders voted down the resolution because they wanted more dilution.

Ties in well with a Strong Buy recommendation when most seem to be expecting the Placing and Open Offer to be at a discount.
