Because the current data is from years ago so needs to be confirmed and a more detailed model of the deposit made. And, more importantly, having the elements in situ means little until test have been done to develop a flow chart to liberate them economically and without significant pollution.

This all takes time, lots of it even if they are able to use a low cost heap leach, and, of course, money. With a much better understanding of the potential economics, they will be in a far better place to raise money or attract a partner.

Hopefully that will ease demand for gas and make power cuts less likely. Whilst the GOV's energy plan helps the poorest, it also helps the richest; it irks me that the general population will be subsidising people who need to heat their pools or stables.
