They have calculated the NPV using a discount factor of 8%... just how reasonable is that in the current interest rate environment. And, the after tax IRR is less than 30% using the optimistic discount factor. They could find it hard to compete for capital on those figures unless there are significant isolationist / new energy / ev battery subsidies on offer that other projects are not qualifying for.
