I stand corrected on the tanker issue. I mistakenly substituted gallons for barrels. The economics will still work out with the cheap drills though. It will be a fleet for the raptor but just a small convoy for Heron. Ten four rubber ducky.
I don't think the guy who mentioned fuel trucks needs to be concerned. There will not need to be a whole fleet of them queueing at the well. Each one can hold 3000 barrels and we will initially only be pumping about 500 a day per well. For Heron thats only a truck a day travelling 20km up to the first six wells.
With all due respect to master's new info I am still hopeful that his document did in fact relate to an order for special land use. The reason I say this is that it could not relate to a new block. The area involved is simply too small. 250k hectares (25km squared). The map posted on twitter gives an area of over 1.5m hectares and new blocks are usually huge areas. Our exploitation is only roughly 15km by 15km. Keep the faith.
MP, my own view was the already proposed refinery was being used as the reason to justify the special purpose order rather than a new one.

What do we know.
The translation appears to be an order that an area known as Tsagaan Duweu Uul be designated as special purpose land referring to Oil refinery. The area is approx 25,000 hectares and is in the Dornod province.
We also know that PM has an exploitation license in this province of 218km squared (21,800 hectares). We also know the primary target for the Heron well was the tsagaansav reservoir in the Tamsag basin. We also know that Mile Buck has been lobbying that this area be designated as special purpose land. The most recent RNS confirmed this had now been put forward by the mining ministry itself to be designated as such. We now have a document with a stamp of approval on it. We also know that the Heron field is 20km approx south to south west of Petro China's processing facilities. If you look on a sattelite map the next town in this direction is Erdentsagaan. My opinion is that this is enough to believe good news is very close.
For those doubting whether the document master found relates to PM land or not take another look at the Heron driling results RNS from all those years ago. The target reservoir which was drilled was the tsagaansav.
Now take another look at todays document translation. Ring any bells?
Carlos, the refinery is not in Dornod but it is the justification for the Dornod land being designated as 'special purpose' and of national importance. Hence the order to overule the local authorities who were blocking the permit.
A good omen perhaps?

Just my opinion but I believe master is right. The reference to the oil refinery is the justification to the locals for the matter of national importance. Remember a road is also being built between block 20 and the refinery. The locals cannot now say no to this order. The reference to an ad hoc number of hectares being discussed also fits in with the pics master posted of the MRPAM guys and gov officials reviewing maps in dornod. I think good news is coming.
Malcy's last two mentions of PM have been a little downbeat. He mustn't have got his stocking filled. Maybe MB gave him an easter egg this time round.

Isn't it significant that even Bad is talking about production. He has moved on from trying to scare people about the LP not coming. Even he seems to think it's a done deal and a new negative agenda has to be followed.
Its now 9pm in Ulaan Batar. Could be the LP has already been signed. Fingers crossed.

Zellman is right the RNS doesn't say the LP will be issued. It says everything it can say to help us read where this is going. Our area is being put forward as a project of national importance to Mongolia. My opinion is the stamp of approval is hanging in the air. It comes crashing down and we go crashing up.
Possibly a waste of sour grapes also BP.
