The next meeting of this ministry should be Monday. Would really get things going if our special permit appeared on the agenda.
V2 was part pf the placing funds but in faitness it has to be worthwhile. We also have Phoenix and Fox on block V both of which are big. I'd hate to see these relinquished. Maybe with oil shows an extension would be asked for even if V2 isn't deemed worthy. I'm hoping for the best though.
Research, V2 is an assesment well and as such it will only be drilled in the event of very encouraging signs from V1. If V1 is a duster, then highly likely V2 won't be drilled.
Velociraptor should be one of the most exciting drills this year. It is cheap, onshore and targeting 200 million barrels with upside of twice this again. Unfortunately MB seems to have killed the rise into this spud by first delaying it and then sandwiching its RNS with bad news. He has a lot to make up to shareholders in this respect. Lets hope we get a good news, good news sandwich next time.
We haven't really discussed these people as we have been concentrating on MG and PM being sat around the table in IOM.
However they may be just as significant in terms of bringing the story together.
The Embassy said they went there to meet them and their folders can be seen clearly on the desks in front of MB etc.
Now we have to agree that MB would not be in the room if this finance discussion only concerned Mongolia and yet there he was.
Also they would not be in the room for a discussion on PSC terms on an oil block and the Mongolians would not be there for something PM specific. One more thing that makes me believe there is more for is to find out. Thoughts anyone?
Another thing to consider is that the Mongolian Embassy website gave a totally different story for the visit and did not mention MB. Only when we discovered the new company registered and put it out there did MB give his explanation. I would imagine both have put in a grain of truth to their story.
The MG said they went to see IOM finance wherass MB said it was to discuss PSC and fiscal terms.
If you put this together in a way that it is a true part of the story and add what we also know but hasn't been said (new company, special permit resubmitted) what do you get.
Possibly a JV with financing to develop Heron underwritten by MG who for their part get oil at a discounted price. Just my thoughts to add to the mix.
WOS I don't agree about Heron not being part of JV. I don't think a government ministry would be interested in teaming up for an extensive round of wildcat drilling in new blocks. What MG needs is their refinery filled when it opens. This cannot be done overnight. The wells need to be drilled in sufficient numbers over the next two years to get there. This has to be their priority and hopefully we can benefit as well.
The meetings are every two weeks so there will be three at least before raptor results. They had at least two special land issues on the agenda on Monday so lets hipe ours is on Monday week's agenda.
I don't think its a step too far at all. We know the relevent ministries have seen it otherwise one of them could not have insisted that they put it forward imstead.
I agree Dozz and I believe once the Special Land Use issue has been submitted by an independent ministry the JV will then be announced.
Its a good point master. Incidentally the woman who may become the new governor of Dornod was recently involved in a deal with Rio Tinto involving just this.
A JV would require negotiations on shares of production and on fiscal terms. If a member of this JV was a director of the new company then his own dept signing off its own special land permit would potentially be a compliance issue.
Surely the MG can do new block negotiations in MG and do they have a photoshoot for every agreement. In the great scheme of things Petro Matad is not big enough to attract all these dignitaries to the IOM. This was something that benefits Mongolia as well. I'm still convinced also that there is more to this.
This dept seems to hold a meeting every two weeks. If today's meeting did not include us lets hope its the next one. There will be at least three of these meetings before raptor results and there were at least two special land issues discussed today so this is hopeful.
On another note the activists have been discussing the next Dornod governor. She appears to be a Harvard educated woman who is currently a deputy in the internal affairs ministry. This is where one of today's special pernits was landing which is interesting. Also interesting that someone who has experience of dealing with foreign investment may be going to this province. Fingers crossed.
It is on that ministry's facebook page. Translation from Mongolian as ever is not precise but it sounds promising.
At the risk of being called all sorts of names his meeting did take place today. A translation of one of the topics reads as follows:
"Messages along the trend of oil transmission" was agreed upon by the Government's resolution project to acquire the land for special needs and submitted to the Ministry of Internal Affairs.
I hope this is our project. Keep the faith.
The fact that another minister has insisted he submit this to cabinet I think can be looked upon as a positive for it being given the go ahead.
As I mentioned before it gets around the conflict of interests point if MRPAM are part of a joint venture company.
Also if you need to cling onto anything think about this.
When have you ever known any politician to insist on taking over the reigns of a cause destined for failure when someone else had already proposed it?
As I was was the one who first posted about this new company formed after the IOM meeting I thought I'd give my take on today's RNS. I think it's half baked and forced out due to our discovery.
Why the photos?
Why the new company?
Why all the dignitaries for a change in PSC?
Am I concerned? Yes a little as I worry how much MB may be giving away to get us going.
Do I think a JV could still be on the cards? Yes because of my questions above.
How does that fit with today's explanation? Well what I'm hoping is that due to MRPAM being a stakehoöder in the new company they have passed it over to another ministry to rubber stamp the Special permit to avoid being accused of a conflict of interest. This is a hope and an opinion and obviously up for debate so take it as you will. Velociraptor fits in exactly with my previous predictions and for what its worth I am in at 3.40 and sticking around. This has made it tougher to decide on what to do during the lead up to spud, that's for sure but I think there is more to come and we are yet to find out the full story.
Tomorrow morning will be interesting. By now the mms and the company will be aware that PM holders are aware of this new company being registered following the IOM meeting. MMs check these boards and holders have emailed the company. This may precipitate an earlier RNS than had been planned. My hope is that until now MB has not issued news because all he would have had is that V1 is gonna be later than he had intimated and LP is still pending, ie... bad news which would negatively effect SP. In the background he seems to have been working on a deal which he cannot divulge until it is done. Hopefully now that he knows that we know something is going on he may issue a statement. Either way I would expect a positive day tomorrow as the MMs can ise this new info as a means to charge more for our shares.

Work has started on connecting this area by pipeline to the refinery.

Refinery capacity circa 30k barrels a day.
Petro China production declining and being sent to Chinese refineries.
Mongolia has a goal of being energy independent.
These are all facts and they do point towards a JV which would be mutually beneficial.
