LW,
"Does it justify his comments that it won't be a major development"
Did CEO actually say that, it has already been established that the article you are referring to is dubious at best for accuracy. Why are you so persistent in talking this down. .
Transcript of CEO audio link posted by myoung :
" the end of the day the commerciality or not of a development depends on the gas price that is available for the development, so there is gas there as we are saying on the RNS not as much as we hoped or as we expected but the commerciality or not will depend very much on the type of development and the negotiations we will have to have with the Moroccan government about gas prices so I think it's early days I will not comment any further i think its only appropriate to wait for operation to finish then of course we will update the market as we should today we gave everybody a head ups based on what we have seen so far, but it's early days and we have to finish the work first "

So, CEO stated gas was there and that the type of development would depend upon the gas price agreement with Morocco (no different to anywhere else in the world), in other words he intends to develop it and I'm sure the Moroccan govt will play ball, they are in desperate need of their own gas supply at lower prices than current imports from Spain. Remember too, we intend to supply Europe so not all hinges on local markets. As investors we have no idea of the gas price require to make this commercial on volumes found, which btw have yet to be drilled and proved up, as CEO stated, "it's early days". Of course the lower the field volume the higher the price of gas is required. For me that's the game being played by Energean atm, with laying the ground and expectations for negotiations.
