I doubt that they could move enough by road a rail, one very large container ship would carry more containers than the present net work could accommodate. The route from China to Europe is not an easy route.
And they have an equal shortage of drivers in the USA by chance.
HGV driving was a well paid job 40 years ago, men were taking driving courses by the thousands, but then came the EU, Blair and mass importation of cheap labour. Many drivers worked through freelance pushed by the employees who wanted the drivers of their books, like so many industries did, then came the IR35 which made working freelance un-economical so they jacked the job in, as many freelancers have done.

And there is a shortage of hgv drivers in the EU and America, what what once was a well paid job over the years was down graded.

I well remember the year 1997 the CBI had a Meeting with a new Prime Minister a certain Mr Blair, after the meeting was concluded the Chairman, made a public statement that the CBI" could work with the new government" well we know what that crapball Blair promised cheap labour by the ship full and a nice low minimum wage, which became not the minimum wage but the maximum wage for millions plus zero hours, not bad for a socialist government !
