I agree entirely about the use of the current processing plant.
It poses a difficulty in separation ,if material from two different sources were run through one plant.
The solution is to start with another plant but for the time being, scaled down in output ,then gradually made larger as time goes on.
The cost of that would be a fraction of the current plant.
Assuming it is necessary of course .

Having read the t&c, I would say it is total commitment from both parties.
