The problems are well documented by Cinders - it all comes down to the EU Commissioner who aid during the 2008 Financial Crisis " we all know what we should do - the problem is how do we do it and get re-elected".
It's not the Councillors - it's their electorate - no-one in the UK is in favour of change and I'm sure if TESCO decided to build a bloody great warehouse at the end of Cinders garden he'd be out there protesting like the swampies.
The alternative is totally centralised planning - - Singapore is a good example - which sure as hell gets things done but you don't have any say , nor can you stop it. A few years back a whole area of Hong Kong suddenly was taken over to build a new depot for the Metro system - the first thing those living there knew about it was when they got the notice that their land had been (note not will be) taken over for the amount below and please forward you r bank details so we can pay you - and you have to be out in 10 weeks.....................
