The normal rule is that consultants have to honour hard data - changing that is a BIG no-no. What Interpretation they put on it is up to them - some are certainly tougher than others - but word gets out if they are a complete door-mat

One issue is that these days planners and the EA now assume they will have to defend every decision (not just O&G) in court or at a Public Enquiry. If you get skewered by some smart-ass lawyer it's bad for the career progression so they now push the whole lot onto the legal guys as well - after all, they're not paying. It drives up the costs and extends timescales enormously.

Local to me a recent non O&G decision was written in dozens of pages of legalese and referred constantly to other legal cases - very different from say 30 years ago.

The Govt were supposed to be changing al this but one by-election defeat and it's all gone out the window.

I understand that Depth Conversion is really one of the dark arts - there are many methods and it's apparently easy to believe you've cracked it - but the sub-surface velocity distribution can be....... a problem. Only drilling a well tells you the truth.
