Ovets - on this I agree with you 100% - no-one is going to spend time and serious money (and divert people) until they have the signatures and approvals. They'll have run scoping numbers of course but its only now that the serious work will start. I'd love to think they'd use the all the previous work that has been done but the cost of checking it (which the lawyers will insist on) probably is as much as doing it themselves.

Godley Bridge 3/Loxley has been available for farm-out, purchase or Application since 1987. Don't get your hopes up. UKOG only got it as part of the Celtique deal that brought in Broadford Bridge

This is the big question and explains the flat SP IMHO. I don't think the management HAVE any new ideas, they were brought in to keep the ship afloat after Trice's wild optimism went down in flames and nearly took us all with him. Since then the OP has soared and CA and other II's have seen this turn into something reasonable.
