HMG hardly ever talks about or thinks about the oil companies other than as a source of income in an emergency. They've effectively outsourced UK O&G to the OGA/NSTA. The international O&G industry is of no interest to them and there isn't a Minister with any responsibility for that either.

BP or Shell can call up No10 and tell the PM to come round and get his instructions - the rest have almost zero clout politically. I'd bet if you asked the Cabinet to name the UK's biggest oil companies it would be a list of petrol stations they bought fuel at. Harbour is a total unknown to them.
