The UK government needs to act to support the building of new gas storage projects in the country or face growing price volatility and the risk of shortages, a leading consultancy has warned, adding to a chorus of voices questioning the country’s lack of storage capacity.

“Any additional storage would be a welcome addition to the UK gas market during these uncertain times, giving some assurances to the wider population that energy security is taken seriously,” said Mr Freedman.

I did say at the weekend that without news this will continue to drift and no over exaggerated statements by certain posters are going to cut it anymore. News is needed very soon and when I say news I mean actual decent material news and not another placing.

Can't see it to be fair .... for starters Rough being a long range facility had very long injection and withdrawal rates making it uneconomic to operate from a business case view hence why Centrica took the decision not to spend what would have been over £1B in refurbishment costs of the wells and associated platforms etc to continue safe operations of what is an already ageing facility.
That cost is the equivalent of 3 Infa fafacilities with money left over. It has been established by several sources of research that medium range facilities that offer the ability to inject and withdraw gas quickly on demand, to respond to the demands from the grid quickly offering numerous cycles over the year are the future for gas storage in terms of not just the economics but their overall efficiency and deliverability.
So effectively for £300M - less than a third of the cost of refurbishing Rough the UK would have a brand new facility capable of supplying over 25% of the UK gas storage needs.
It may be small in size compared to Rough but will deliver in terms of deliverability the equivalent of half the size of Rough (1.5bcm) due to the many cycles it can perform over the year.
So the likely conclusion that will be drawn from the inquiry is that the decision to close the ageing depleted oil field Rough storage will stand and the proposed salt cavern gas storage project's in the UK will be recommended for development in the interests of energy security and security of supply.
The inquiry has been long coming only question is if the govt decide whether or not they believe the tax payers should contribute towards them.

STATEN ISLAND, N.Y. — It’s time to start pulling out all the stops to save the New York Wheel for Staten Island.

Last we heard, Mayor Bill de Blasio does not think the New York Wheel is going to be an economically viable project, and therefore won’t float the non-taxable bonds the company is seeking.

Wheel investors said they will allow the multi-million dollar parts for the 630-foot tourist attraction to be auctioned in a few weeks from now by its former contractor, the Holland-based Mammoet-Starneth, if the city doesn’t provide support.

So with the Wheel’s hopes of completion looking grim, a Shark-Tank-style pitch to investors may be just what the project needs.

The UK guarantee to cover EU grant funding after Brexit regardless of a deal or no deal will apply specifically to those project's that presently have PCI status under the CEF regardless of what stage they are at. So in a nutshell whether we were still pre FEED stage, post FEED or at FID stage we will still be entitled to apply for those grants. That is my take on the UK govt's paper to honour EU grants that have PCI status.

UK to guarantee EU grants for agreed energy projects

(Reuters) - Energy projects that received or have agreed EU funding under the Projects of Common Interest principle before Britain leaves the European Union are guaranteed access to those grants, according to a British government paper issued on Thursday.

The release was one of a series of papers issued by the government that explain how it is planning for a "no-deal" Brexit scenario.

The security of supply issue is the reason for highlighting the below article not the short term volatility that storage ultimately benefits from. A tightness in LNG supplies from 2020 demonstrates the reduced ability to call on gas from this particular area especially during times of peak demand. With tightness of the rest of the market overall and now Brexit the issue of energy security and ultimately adequate storage will become an issue for gas traders scrambling to secure adequate supplies of gas in the winter. A perfect storm in the making imo.

Upside risk in 2020s is rising

Beyond the 2019-21 horizon, the global gas balance has tightened given an expectation of a continuation of the strong Asian demand growth experienced across 2016-18. This means the risk of a gas market squeeze in 2022-25 has increased substantially.

Chart 2 illustrates the balance of the LNG market if Asia continues on its current high demand growth trajectory. The chart shows the supply and demand balance in the LNG market (top panel), and European gas market (middle panel). It also shows LNG market balance based on current committed supply (bottom panel).

The bottom ‘market balance’ panel highlights two important implications of the current rate of Asian demand growth:

There is little to no surplus LNG spilling into Europe over the 2019-21 horizon
The LNG market needs new supply from 2022.
FIDs for new liquefaction projects have been thin on the ground since 2016. The only projects of scale that have committed to proceed are the Qatari expansion & the Shell led Canada LNG project announced last week.

These projects are not enough to meet the supply gap given the current pace of demand growth. Projects take 4 to 5 years to come online post FID. This means the timing and scale of new FIDs over the next 12 months will likely be critical to determining how tight the LNG market will be across the 2022-25 horizon. The risk of a sharp squeeze is increasing.

The projected 12% IRR for the project is imo conservative and with the CEO's vision for Islandmagee to become a big hydrocarbon hub I believe an IRR could turn out to be 20% a year or more for the next 40+ yrs if the facility is used to it's full potential.

"Independent verification work undertaken by an international consultancy firm demonstrates a robust return on investment from the Project with a baseline internal rate of return ("IRR") of 12%, with potential for further improvement in certain scenarios, including access to additional grant funding and an extension to the operational life of the Project"

Energy security is going to become even more of a hot topic over the next few years and the fact remains that our reliance on Imports is dangerously high leaving us wide open to disruption during outages, peak demand, Brexit, any planned maintenance or force majeure etc. Fracking imo will always be in a fairly limited capacity but either way wherever the gas is sourced we still need somewhere to store it. But in terms of the economics of storage long range storage was just no longer economically viable for several reasons. Add in the estimated refurbishment costs of over £1B to make the failing wells safe for operation and it's no surprise the decision was made to extract the remaining gas from Rough and close it.
However the loss of 3BCM of storage is equivalent to 6 Infa facilities. The future of storage will be the development of more fast cycle MRS sites like that of Infa where the economics do stack up.
