Here is some snippets from yesterday's interview with the minister in charge of the refinery.
"In addition to the basic concept, the price should be cheaper by purchasing and using domestic products. What is the competitiveness of purchasing products from abroad? The person responsible for building a factory has a general outline and outline of what capacity and resources the factory should have. However, what price is expected to be obtained under the product sharing agreement and the option of purchasing from abroad? At the market price?
-Even though our company was established with the aim of building a factory, raw materials are our toothache. We've been talking about this since 2017 and 2018. It's been talked about everywhere. But it will probably be resolved. It's resolved after a while. I hope so. It has to be resolved. There's no other way than to resolve it.
-What is your alternative? You are a professional consulting engineer. You are a person who is building a factory from scratch and is close to the information.
- We need to negotiate with “Petrochina Dachin Tamsag” LLC. They said that “Petrochina Dachin Tamsag” was issued with a tax act that it should not pay. There are such problems. Those problems can be solved, right? There is nothing that could have been done. Secondly, our national companies have started oil exploration. Well, what if we start extracting oil in two or three years? “Petro Matad” has already opened a production well. Our company also has another field, “Davs 31”. We have done a lot of basic exploration there. There is a ready opportunity to extract oil without requiring a huge investment, if not a large one. Investors are not interested in working in our country. But we are looking for investors. You might think that we are always complaining. But people are really not interested in working in the high-risk and costly oil sector in Mongolia. The most difficult thing is the remoteness and the difficulty in importing equipment. It is landlocked and very cold. The cold season lasts a long time. There are many problems when it comes to doing work, such as not getting permits and the lack of a legal framework. We have sent invitations to oil companies. First of all, we ask about the above problems."
