Oldtramp/Mister_tidal, I live in the Highlands and had watched the planning committee webcast back when the meeting was on and I had previously read all the comments. The Planners had recommended not to raise an objection and a number of Councillors supported the view of the Planners. However, it can be electoral suicide for councillors to take a different view from their constituents and they will often oppose an unpopular development knowing that they can simply blame Government, when it ultimately gets approved (either on appeal or in cases like this where it is a s36 process). The calibre of the Planners in Highland is quite high and it is very rare for their opinion to be different from the Planners in Edinburgh, so I fully expect this one to be consented. The councillors needed to find a proper Planning reason for raising an objection and chose the "proximity" to a heritage site, despite the fact that it is not really that close and that the Government's own Heritage advisors had raised no objection. It will be easy for the Consents Unit to over-rule the Council Objection. The councillors know this, but they will be seen to have done their bit to have defended the wishes of their constituents.
But coming back to the original question, it would be really surprising for the ECU to turn this around in two weeks from receiving the formal response from the Council. It is also weird that I can no longer find the application on the ECU website - perhaps it has been taken off-line while they update it, perhaps there is something wrong with my searches, perhaps there is something wrong with their website...who knows!
