The British Tugowners Association, in collaboration with the British Ports Association, yesterday hosted a joint seminar with a panel of experts who discuss the design, construction, and operation of green hybrid and electric tugs in the UK.

Their sponsor, Harland & Wolff, who recently launched a consortium to build green tugs in the UK, debated a range of issues from battery manufacture and safety, business case and operating model, port infrastructure and charging facilities to government intervention and support.

Over recess, I had the pleasure of visiting the historic H&W shipyard in North Devon, where we talked about the potential for UK shipbuilding jobs linked to the offshore renewables sector. Given last weeks disappointing, to put it mildly, auction round what can the minister say to convince the shipbuilding industry that there is a future for them making those service vessels?

Mr Speaker, I was with Harland & Wolff just last night for International Shipping Week and I think what they are really excited about is a Shipbuilding Credit Guarantee Scheme which provides government backed loans up to £500m to ensure shipbuilding continues to thrive in the UK and that is a product they have been asking for many years that we have been able to deliver this year.

When it comes to international investment one of the things that we like to see happening in NI is Harland and Wolff. They've been specialising in ship repair and shipbuilding for some years, just recruited almost a thousand people in the last few months. So what discussions has the Minister had with the relevant department back home to ensure that NI can play it's part in the UK shipbuilding industry and therefore that investment.

Mr Speaker, the honourable gentleman is quite right. This is an area where NI has comparative advantage. Even as we hosted the summit we all looked out on the docks and you can see that shipbuilding is integral to the country. One of the things that we do in the department is UK Export Finance supporting many of companies who do build ships and who do want to export this magnificent UK product all across the world. My honourable friend the Minister has spoken about the UK Shipbuilding Guarantee. We've been talking about this all week. Maritime Investment is key and if he would like to have further details on what we are doing, perhaps that impacts his constituency we can provide him with that information.

The conference will serve as a platform for open and robust discussion, assessment and planning for the utilisation, deployment and commercialisation of hydrogen on the island of Ireland and internationally.

Globally, reflecting strong policy and pricing signals, production capacity and demand for hydrogen is accelerating. The conference will map out and examine hydrogen’s role in the local and international energy transition. This will include the impact of rapid development of hydrogen-specific domestic and international policy and key commercial, supply & demand, policy and best practice issues.

H&W are well placed to support this through use of Islandmagee as a hydrogen storage facility.

As an island nation shipping provides jobs and employment across the UK. Many of these jobs are in coastal communities providing vital opportunities where jobs can be limited.

The impact of #shipping cannot be measured solely by the jobs within the sector, of which there are 10,000s in the UK, but by its wider reach. Across the economy shipping is supporting 650,000 jobs with over 500,000 jobs in supply chains and the wider economy.

"This is about utilising funding that is available so the Isles of Scilly council can own the asset debt free. Without this mechanism this essential service will become cost prohibitive for the local islanders. Time wise we will be ahead and over the life of the vessel it is likely to be cheaper, which again keeps long term costs under control."

So am I right to understand that the Isles of Scilly Steamship Group have named their preferred bidder but this may somehow be overruled if govt / council consider an alternative provides better value (financially / socially ) for the community served? The process is confusing to me and doesn't seem very transparent.
