To be blunt, the ministry of mines and lands, has always been empowered to change royalties and rates. They were only constrained by a 5% cap.
Unless they empower, their existing rights (already approved rights) to increase them, hence the 21 day rule.
Ghana use to have individual contracts with miners and deals, Atlantic fits that contract deal, they couldn’t due to policy pay more than 5% royalties due to the government policy of restraining ministerial departments, so hence the majority invoked the rights for the ministry!
