During a telephone conversation that took place on the morning of 2 August 2023, the Prime Minister of Australia, Anthony Albanese, extended his congratulations and wished the Prime Minister, Kay Rala Xanana Gusmão, success on his recent inauguration as head of the IX Constitutional Government of Timor-Leste.

The Australian Prime Minister praised the “environment of peace and democracy in which this year's parliamentary elections took place, in which the people placed their trust in the formation of the IX Government”.

Anthony Albanese expressed “great hopes for the collaboration between the Australian Government and the IX Government, led by the Prime Minister, Kay Rala Xanana Gusmão”.

Both government leaders considered this moment as “a new chapter in relations between the two countries” and expressed their “willingness to work together”.

In this friendly conversation, the Prime Minister of Australia invited Prime Minister Xanana to visit Australia next year to discuss and strengthen bilateral cooperation between the two nations. Likewise, Xanana Gusmão also invited the Head of Government of Australia to visit Timor-Leste.

In the first week of the IX Constitutional Government, Prime Minister Xanana received the visit of the Minister of Foreign Affairs of Australia, Penny Wong, to strengthen the ties of friendship and cooperation between the two countries.

On July 28, 2023, the Deputy Prime Minister, Coordinating Minister of Economic Affairs and Minister of Tourism and Environment, Francisco Kalbuadi Lay, received the visit of the Japanese Ambassador to Timor-Leste, Tetsuya Kimura, at the Ministry of Tourism and Environment, in Dili.

During the meeting, Ambassador Kimura conveyed to the Deputy Prime Minister Japan's will to continue to support Timor-Leste in various sectors, namely agriculture, infrastructure and economy.

It is also planned to send Japanese technical specialists to support the relevant national ministries and to provide training in the field of tourism.

Ambassador Kimura took the opportunity to extend an invitation from the Japanese Government to Deputy Prime Minister Francisco Kalbuadi Lay to visit Japan and to participate in the leaders' summit commemorating the 50th anniversary of Japan's relations with ASEAN, the take place next December.

During the meeting, the official and the diplomat discussed exchange programs for young people in both countries.

Other major infrastructure projects supported by Japan were also discussed, such as the rehabilitation project for the Presidente Nicolau Lobato International Airport, with emphasis on the importance of this project and the need for the project to move forward quickly.

The Minister of the Presidency of the Council of Ministers, Agio Pereira, received on July 26, 2023, at the Government Palace, a team from the Asian Development Bank (ADB) led by the Resident Director of the ADB in Timor-Leste , Stefania Dina.

In this first meeting since the beginning of the duties of the Director of the ADB in Timor-Leste and the inauguration of the IX Constitutional Government, the ADB team transmitted to the Minister the projects underway in Timor-Leste and emphasized the commitment of the Asian Development Bank to work closely with the Government. 

Minister Agio presented the main priorities of the Program of the IX Constitutional Government, with special emphasis on economic development, the oil sector, infrastructure, training of human resources, decentralization and job creation, through the strengthening of the national private sector and attracting foreign investment, as well as Timor-Leste joining ASEAN.

The ADB official congratulated the Minister on his recent appointment as Minister of the Presidency of the Council of Ministers and expressed the ADB's willingness to support the Government in achieving its priorities, further strengthening bilateral relations throughout the mandate of the IX Constitutional Government.
