Government and Santos Ltd meet to discuss future of Bayu-Undan and opportunities in carbon capture and storage
The Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, on 10 June 2025, met with representatives of Santos Ltd., especially Vince Santostefano, Executive Vice-President for Western Australia, Northern Australia and Timor-Leste; Alan Stuart-Grant, Executive Vice President of Midstream Processing and Carbon Capture and Storage (CCS); Richard Hinkley, Vice President of Northern Australia and Timor-Leste Energy Solutions; and José Lobato, National Director, to discuss the future of the Bayu-Undan field and the opportunities that arise in the CCS area.
During the meeting, the progress of the ongoing study on the feasibility of implementing carbon capture and storage solutions in the Bayu-Undan field was analyzed. Minister Francisco Monteiro welcomed the information presented and reaffirmed the Government's openness to innovative solutions that allow the expansion of the use of existing infrastructures, in line with the objectives of the global energy transition.
The parties discussed the possibility of co-using the extraction of the remaining natural gas with the reconversion of the field for carbon capture and storage purposes. They also discuss whether there are advantages to integrating these actions with other fields, such as Chuditch. The Minister stressed that any future development must consider parallel production and storage trajectories, while ensuring technical feasibility and compliance with the regulatory framework in force.
The meeting also included an in-depth discussion on the partnership between Timor-Leste and Santos Ltd., with a focus on local skills development, remote operations and strengthening Timor-Leste's role in managing its offshore resources. Minister Francisco Monteiro reaffirmed the Government’s commitment to solutions that promote greater national participation and sustainable long-term benefits for the Timorese people.
