The transition to a circular economy must be carried out jointly by politics, the business community, the public sector, academia, private individuals and civil society. The government's role is to create the conditions for the good work that is already being done within regions and municipalities, in business, universities and colleges and civil society. The Government will implement several measures in this area during the term of office. For the strategy, action plans will be decided with concrete measures.
The strategy is based on an agreement between the government, the Center Party and the Liberals.

A circular economy is a tool for reducing society's resource use and the environmental impact that results from it. The strategy identifies four focus areas where interventions are necessary.

Circular economy through sustainable production and product design
Circular economy through sustainable ways of consuming and using materials, products and services
Circular economy through non-toxic and circular cycles
Circular economy as a driving force for business and other actors through measures that promote innovation and circular business models.
Each focus area contains a series of more concrete efforts to focus on the work. These include:
Controlling that products are designed for a long service life.
Promote increased use of non-toxic recycled materials in new products.
Strengthen the innovation and business climate so that more circular companies can grow.
Promote the development of Sweden's bioeconomy so that bio-based, renewable and sustainably produced raw materials can replace fossil-based raw materials in products and production processes.
Improve consumer information to make it easier for the individual consumer to make sustainable and circular choices in everyday life.
Make it easy and profitable for traders and individuals to share, repair and reuse products.
Contribute to resource efficiency, recycling and circular business models through public procurement.
Design instruments that contribute to increased supply and demand for circular products, services, recycling and recycled materials.
Set high standards of toxicity for both recycled material and virgin raw material.
Promote research, innovation and technology development in materials recycling, digitization and traceability.
Virgo materials should, as far as possible, be replaced by resources that are used effectively in circular flows. Consideration should be given to the need to add virgin materials to enable climate change and material recycling. The strategy describes the materials and streams that will be prioritized in the national work on a circular economy. All of these must be utilized and handled in a better way than today: plastics, textiles, renewable and bio-based raw materials, food, building materials and innovation-critical metals and minerals.
