Few year old but insightful,
Non-traditional oil regulations are attracting the attention of investors.
The Parliament approved a draft law on the revised Petroleum Law in July this year. A working group has been established at the Ministry of Mining and Energy to develop regulations for compliance with the law. We talked about this with A.Purev, senior specialist of the Fuel Policy Department of the Ministry.
G.Ider, who was interviewed, was considered by experts to
have worked hard on the revised draft of the Petroleum Law and to have carried out extensive research. Are you a trained professional in this field?
I graduated from the University of Oil and Gas in Ufa, Russia with a degree in engineering and master's degree in oil extraction and mining, and graduated from the IM Gubkin University of Oil and Gas in Moscow with a degree in Thermal Increasing of Solid Oil and Bitumen Production. After coming to Mongolia, he worked for the Petroleum Authority, the Ministry of Mineral Resources and Energy, and the Ministry of Mining.
In 2009, when the revised draft of the Petroleum Law was discussed, a working group was established and chaired by A. Erdenepurev, head of the Ministry's Fuel Policy Department.
In 2012, a reform government was formed and a working group was re-established, chaired by Ch. Otgochuluu, Director of the Strategic Policy and Planning Department of the Ministry of Mining.
I joined these working groups and worked a lot on draft laws and concepts. In general, the concept of the Petroleum Law has changed two or three times. There was a lot of time spent doing a lot of research, working with international consultants, learning from international experience, and reforming the government after the election.
However, the Minister of Mining D.Gankhuyag and the members of the Working Group worked hard and quickly on the draft law and the revised version was approved by the Parliament.
Briefly state the main purpose of this law?
The main purpose of the revised version of the Law on Petroleum is to harmonize the State Policy on the Petroleum Sector and the State Policy on the Mineral Resources Sector until 2017, and to regulate many issues in the sector.
On the other hand, it was necessary to bring the 1991 Petroleum Law into line with tax and other laws and to bring it into line with current requirements and standards. It has also been redesigned to improve the competitiveness of the traditional oil sector and attract investors to the non-traditional oil sector.
Non-conventional oil is natural bitumen, shale, oily sand, and coal seam methane. Non-traditional oil exploration, prospecting, and exploitation, which had no legal regulation at all, are being regulated.
