The law on supporting oil refineries was approved

The draft law on support for oil refineries was submitted (January 20, 2021). The purpose of the draft law is to build an oil refinery within the planned timeframe, to intensify project activities, to determine state support, and to create legal regulations. During the plenary session of the State Great Hural (Parliament) (January 22, 2021), during the discussion of whether to discuss the draft law on supporting the oil refinery, it was important to ensure that the draft law will cover the investment costs in a short time and repay the loan to India on time. Minister G.Yondon stated.
At the plenary session of the State Great Hural (Parliament) (January 28, 2021), the draft law on supporting the oil refinery was discussed, and MP N.Naranbaatar presented the opinion of the NPC. The Standing Committee on Industrial Policy discussed the draft law on supporting oil refineries (January 27, 2021). During the preparation of the draft law for discussion by the Assembly and the Standing Committee, the Working Group developed 13 proposals with fundamental differences and 1 drafting proposal, which was discussed and supported by the NPC.
The Government should resolve the issue of giving priority to exploration and production activities in order to stabilize the raw materials of the oil refinery, as well as expedite customs clearance of machinery, equipment, raw materials and inventory required for the construction of the refinery. This includes the translation into Mongolian of international norms and standards required for the operation of oil refineries and crude oil pipelines.
The draft law was discussed at the plenary session of the State Great Hural. “Article 1.1 of the law aims to regulate the establishment of a state-owned oil refinery based on domestic raw materials and state support for crude oil pipelines in Altanshiree soum of Dornogovi aimag. 90% of the members present at the general meeting supported the proposal to change the name and term of the project to “Oil refinery”. Thus, the draft law was voted on by 4 editorial proposals.
Members asked questions and commented on the draft law. For example, MP T. Enkhtuvshin said, “We support the draft law on supporting the oil refinery. The Mongolian government's major development projects and fuel are strategically important products of any country. The ancillary infrastructure of the refinery was completed in two years. (27 km of branch railways, 17.5 km of heavy roads, housing, and 18.2 km of power transmission lines have been built and put into operation.) India will soon import pipelines and water pumps. Therefore, we need to create a legal environment. ” The draft law was put to a vote on a wording of a drafting nature and was referred to the NPC for final discussion.
