This smacks of an US Court style plea deal, maybe they knew about the bribery, maybe they didn't.
And if the SFO could actually prove anything, they probably would have charged for bribery.
It feels like this way, the SFO get some of their recently lost credibility back, after some bad publicity in recent months, PFC get their life back , and you're probably right that the fine is pre-determined and both parties want it believed that it is the court that decides, again to limit any further negative sentiment, especially towards the SFO.
