This isn’t (at present) Moz with heavy rail infrastructure to take large amounts of coal out to a port or out of the country. There is no market here for coal, well, none that would make it feasible to dig large scale amounts out of the ground IMHO. The only feasibility for MCPP Coal is MCPP Power.
The ML’s are to make MCPP work in some way or another. Could mean a smaller power generation unit on a piecemeal basis (e.g. 150MW, etc.). Could be that the SAPP wants a deal now but won’t strike one without a licence and nod in place by the government.
‘The change in approach with regard to the ML-application has also provided further clarity with regard to ongoing development of the MCPP in general and will afford the MCPP with a very welcome gain in forward momentum."
That above passage suggests to me that the SML / ML is the stumbling block to get MCPP to a ‘deal’ stage.
