In my experience there is a certain amount of �war fatigue� that sets into negotiations on big deals like this, you can batter each other so much and at the end when you are down to the smaller things you tend just to swallow them to get it over the line as you just don�t care anymore about the bells and whistles lol, the fact is the debt / equity partners won�t wait forever in negotiations and either will there investment terms, all parties know that and eventually come to a deal before the goodwill expires.
The longer the TG wait, the more SEPCO will charge to build this thing, you could be looking at 4% inflation currently in Tanzania, that could mean the difference of building a plant for USD$800m or USD$832m in another 12 months, it sure sharpens the mind and pushes the parties to a deal.
