If RM management want to ensure this, why don't they make sure that staff actually start when they are meant to, take meal breaks, do van checks, use the correct equipment, etc?
I'll tell you why.
Because instead of getting rid of 10,000 FTE's, they'd be recruiting.
And your investment would go down the pan.
Now, we can't have that, can we?
If management ensured that all posties adhered to the rules, you'd have failures right, left and centre.
I'm sure that you wouldn't want that, would you?
If Thompson had come to me, RM would not be where they are now. He should've taken advice from the "feet on the ground".
