All IMO:

EIA is already agreed - Minnis &co have virtually stated that oil exploration is a go.
There has to be seen to be a long period of time doing due diligence so the environmentalists can be somewhat appeased.
Everything has conspired against this venture from day 1 including Macondo etc. investors are deeply skeptical of the political procrastination that has been interminable.
Once we see some real ink on this deal no matter which bit comes first, this will be 20p within minutes.

To be honest I believe costs with new technology are nearer $30 p boo

One significant variable here is multiple drill sites with varying prospective estimates.
It may turn out to be a deal on the first drill with additional drills to be negotiated

JC I really cannot see the board wanting a sale after all this time and effort.
They know as well as you and I that the intrinsic value is long term being invested.
Granted The major may see it different hence the prolonging of negotiations.

The thing I always bear in mind is that “The West” is only about a billion people.
“The East” is about 6 billion people and half of them don’t use any oil yet!

= $1/2billion approx. Might be a reason for more time needed to negotiate methinks.
