The APA process is supposed to be divorced from political swings so it could be / should be immune, but in reality….?
That said the current Gov had a mandate from the last election and are likely to remain the largest party following the snap election in January, perhaps with different (more reliable) partners. Even if they were to surprisingly fail, I would doubt the impetus for new industry and tax source would be shelved by a centre right party.
One of the key parts is that APA is supposed to reply within its 100 working days following the Notice of Conformity otherwise the application is deemed has having been granted. They have already had the extension and no doubt people would rather that any grant is given and received without instability, but is that simply a feature of life and business can’t come to a full stop ahead of elections, especially if frequent.
I suspect plans and arrangements will carry on regardless and the DIA could still be issued, bearing in mind the final EIA would still be end Jan by which time the Gov is likely to have a renewed mandate.
