Excerpt relevant to Smart Metering from the Govt of India Budget announced on Saturday, 01 Feb 2020 by the Finance Minister: Ms Nirmala Sitharaman.
“58. Taking electricity to every household has been a major achievement. However, the distribution sector, particularly the DISCOMS are under financial stress. The Ministry intends to promote “smart” metering. I urge all the States and Union Territories to replace conventional energy meters by prepaid smart meters in the next 3 years. Also, this would give consumers the freedom to choose the supplier and rate as per their requirements.
Further measure to reform DISCOMs would be taken.
I propose to provide about ` 22,000 crore to power and renewable energy sector in 2020-21…..”

From Page 15:
4. In regulation 4 of the said regulations, for sub-regulation (1), the following shall be substituted, namely:-
“(1) (a) all new Interface Meters and Energy Accounting and Audit Meters shall be of static type and shall have automatic remote meter reading facility;
(b) all new Consumer Meters shall be Smart Meters with prepayment feature:
Provided that the existing meters, other than Smart Meters, shall be replaced with Smart Meters with prepayment feature within a time frame as specified by the Central Government.”
This Gazette of India Notification / Amendment is hugely important in my humble opinion. There is now a requirement for automatic remote meter reading facility and more importantly that “all new Consumer meters shall be smart meters with prepayment feature.”
This virtually takes out any flexibility or discretion for Discoms / Utilities to install anything else but smart meters in the future in India. Though this directive will take time to trickle through the new/replacement electricity meter sector, this sets out the direction of travel for the massive Indian smart metering roll out without any ambiguity.
Coupled with the huge financial commitment by the Finance Minister in the Govt of India budget on 01 Feb 2020 committing Rs. 22,000 Crores ( a little over USD 3 Billion) to Power and Renewable sector for 2020/21, the Indian juggernaut is primed to roll.

If you can read or count, you may notice that the 200k number mentioned ties in with a RNS announced on 06 Jan 2020. Also it is mentioned that the roll out meeting will happen in Jan 2020. Do a search on one of your very many posting computers - T.Nagar is a locality in Chennai, the capital of Tamil Nadu - a state in South India.
Anil has posted on Twitter about Project Kickoff meeting of Tangedco rollout of 142k smart meters on 29 Jan 2020.
Looks like it will be 200k roll out in 15 months according to the tweet.

There will always be competition in any field where there are solid profit margins. So from my point of view, out of the total of 250 million smart meters in India, there will be various other vendors winning contracts and there will be a whole host of partnerships/alliances/consortia bidding for tenders. I am hoping that even if we have around 5% market share of the Indian smart metering market eventually, that alone will be a very solid and profitable business. Given the progress and partnerships we currently have this could seen as a huge underestimate, but I am deliberately being conservative and make an allowance for "left field" competition.
In terms of the communication choices, there are many as such as LoRA, Zigbee, PLC, RF Mesh, GPRS etc to name a few and each technology has its benefits and limitations to application and China seems to like PLC, the US has a fairly big RF presence though in the "paid for" spectrum of 2.4 Ghz spectrum (from memory) as their technological infrastructure and applications are different.
JAE, You are right in saying that at some point in the communication pathway, GPRS is likely to be involved.
As I understand it in terms of the CYAN offer for data communication between
Smart Meter to Data Concentrator Unit/Gateway - Sub 1Ghz free spectrum RF mesh is used
Then onto the next stage
DCU to Network Management Software (the likes of SAP, Oracle, Siemens) - uses GPRS signal
However, the use of GPRS/mobile signal to send frequent data packets 9every 15 min) to the Network Management Software costs money and the issue of black spots becomes an issue as well. I believe that in large cities in India the construction is RCC (Reinforced Cement Concrete) structures with electricity meters located in underground basements and car parks and the buildings are in close proximity to each other.
So then the issue of recurrent GPRS costs (which will only increase with the rollout) and the issue of "not spots"(which will also increase with the rollout) become practical implementation issues.
Then of course is the flexibility of the hardware offer - I think companies like Kamstrup offer similar RF tech but they are likely to be bundled with their electricity meters. India is very keen on "Make in India" as way of stimulating the economy and the partners we have Genus, L&T and HPL are well established meter manufacturers in India - so the likes of Kamstrup will have to work through JVs with Indian companies - and effectively try and penetrate a well established market and displace incumbent manufacturers - which can in itself be a huge ask.

I think I understand where you are coming from and yours is a pertinent observation. But I suppose it is up to the Indians to decide where to spend their money and I think the debate of Mars Mission v Sanitation has already been made in the media.
On the flip side their space missions whether to the Moon or to Mars are at a tiny fraction of what NASA or ESA spend - in the region of a few hundred million dollars as opposed to Billions. India is well known for frugal innovation - Harvard Business Review has actually done some case studies on how and why India is able to deliver at a fraction of cost. I seem to recall case study on Narayana Hospitals (Prof.Devi Shetty) in Bangalore - a high tech hospital doing heart surgery at a fraction of the cost and in numbers that far exceed what the NHS does in a year. With outcomes comparable or better than in the West. To the extent that they have set up/setting up a hospital in the Bahamas or somewhere close to the USA to tap into their healthcare market.
Anyway, I digress and not for the first time :)

I would not in any way deny that India has truly massive problems on a huge number of infrastructure fronts - what we in the West/developed world take for granted - Clean water, sanitation, roads, etc. These are challenges that come with a circa 1.2 billion population and not enough money to go around. Our circa 63 million UK national population will comfortably fit in quite a few of the Indian states.
China was in a similar situation infrastructure wise about 3 decades ago and if you visit any major Chinese city and view their infrastructure you will see that we can never hope to match them in scale, speed or efficiency - even after making a huge allowance for their form of Governance. They are building 1000 and 1300 bedded hospitals in a few weeks on the back of the recent Coronavirus. Can we match that in the NHS ? Definitely not.
It is too early and perjorative to write off India as a "joke nation".... being poor is more often through circumstance. Why shouldn't India aspire to improve the quality of life for its citizens ?
For a bit of perspective....How well is our UK smart meter rollout going ? I get the impression that there are some minor delays..... or for that matter the Digital Radio rollout, Heathrow 3rd runway....it's easy to be pointing fingers that entire countries are incompetent and are jokes.

As I have posted before some have not yet reached a reading age of 3, can't count and gets easily confused between 2017 and 2019 - so evidence that he/she can't read dates either now.
Any surprises that he/she calls himself/herself BigShyTed ? There are at least 3 reasons I can think of, as to why someone would be "Shy", even though they may think themselves as "Big" ?

Surprisingly a "joke nation" happens to be either the world's 5th or 6th biggest economy. The "joke nation" has successfully implemented one of the world's biggest Identity card systems (Aadhar cards) and also the biggest country to use Electronic Voting Machines for their elections. They are not having competitions between Sunderland, Newcastle and Gateshead as to who announces the election results first with bits of ballot papers floating about.
The "joke nation" has produced technology people who effectively control large swathes of the global economy today and the hugely successful Silicon Valley companies have been built/led with Indian exported brains - Sundar Pichai and Satya Nadella for example.
Like it or not, the many Indians like the Chinese are blessed with brains, though they don't always have the money. Necessity is the mother of invention. Poverty is not something that people aspire for - it is often their luck and circumstances in life. Many of us are very fortunate in where we were born or live or for our lot in life.
The "joke nation" may yet have a few more Jokers in the pack !

Awaiting news and evidence of successful 200k deployment from L&G in New Delhi which was announced internationally in 3 countries on 04 Sep 2017...would love to read all about how wonderful the deployment has been !
So why no further update from a global giant L+G from Sep 2017 ? We are now in 2020 !! It's probably because L+G technology is not working in New Delhi LOL - that's why !!
