Mineral resources that are located underground belong to the state. Unlike some other jurisdictions, landowners do not have any property rights to underlying mineral resources by virtue of their land ownership. The state grants the right to use mineral resources by issuing subsoil licences (for exploration and/or production). Once extracted, the mineral resources become the property of the respective subsoil licence holder.

Now I’m ALL countries, natural resources are OWNED underground by respective country. As you would expect of course, licenses are obtained for mining and forth with exploration, then mining elements , sold and taxes paid to respective Goverment.

Rob, completely on point 👏…the basis to grab EUA assets makes no sense given how Russia has made policies and acted out these over the past 18 months.

No assets has been seized, they have merely moved into abandoned factories etc and made use of these facilities to safeguard jobs and products available to the Russian people. EUA have carried on all works, stiluck to the same strategy that they have outlined for the past many years and have great relationships as told yesterday with Russian authorities and businesses.

These assets are needing development asap for the next wave of GDP plans for the Russian state, either way the assets would be sold to the same BRICs nations etc with foreign investment needed plus also the expertise they currently lack in Russia. It also helps BOD have a few Russians on board with also foreign investment ( Japan ) also currently on board so this outweighs the argument for any such goings on.

TT , as discussed by the Russian Goverment, every situation will be looked at individually so we have no promise of a haircut from the state.

What other company/s will pay for assets only they and EUA will know, bidder from 2021 still at the table is obviously great news and there will be no matter of the war situation good interest in these assets from within Russia and surrounding BRICS nations. I’m sure it will be discounted but how much who knows, either way it will be multiples from here just based on the info we have at hand besides all the unknowns.
