Nope, everything for 24 years has been dependent on someone paying to build refineries in Timor Leste
or TL gov allowing oil and gas to go elsewhere.
No facilities, drill and its just another worthless puddle in the ground, with nowhere to go........

Kelp given an initial rating by Mobil of 10.5 to 14.5 TCF, bigger than GS and Chuditch put together. Gusmao and Horta turned down Darwin and
Shells FLNG ships, so they departed frustrated, told it all comes to the Island.
They build, the floodgates open , the majors return , probably, and they all finally get monetised.
Boil now SNDA , had plans to FPSO, note how that has been kicked to the kerb for Gusmao's decree law, of all going to the Island.
More recently, Japan , Qatar and others have offered assistance, so it will happen one day, once TL get over its obsession with Sunrise/OZ
first, last and always..........
Nothing to stop them building with Japan/other and flowing Chuditch and Monster Kelp etc, where no Maritime boundary or ownership haggles exist.
