Indonesia's Ministry of Energy and Mineral Resources (ESDM) is accelerating the approval process for 2026 Work Plans and Budgets (RKAB), aiming to complete it before the March 31 grace period ends. Mining companies that have yet to receive RKAB approval may still continue production under government policy, albeit with restricted output.

Tri Winarno, Director General of Minerals and Coal at ESDM, recently revealed at the Coordinating Ministry for Economic Affairs office that the total number of nickel companies that have secured RKAB approval may exceed 150. Previously, the Directorate General announced on February 10 that the 2026 nickel ore production quota had been set between 260 million and 270 million tons, marking a significant decrease from the previous year's production target of 379 million tons.

Tri noted that several nickel mines operated by PT ANTAM have yet to receive RKAB approval, though he did not disclose specific numbers or locations.

going to be bigger than G.S. on further exploration of its many leads (Boil/SNDA only played with 1/3 of the license) Shell already had over 5 tcf

plus many leads to the South and South West suspected to be Oil or Gas over condensate (similar to config of Sunrise/Troubadour)

The 5 tcf was for Chuditch , Bilby and Wombat (now Chud N and SW) , which they also suspect are linked, in which case the 5tcf for that part of

What is clear, he added, is that delays in issuing RKAB approvals affect mining companies’ operational plans. Although the circular letter allowing production of up to 25 percent until March 31, 2026 is acceptable, mining companies still require certainty regarding RKAB approval. “Companies need certainty for operations and investment planning for this year,” he said.

The Ministry of ESDM issued Circular Letter No. 2.E/HK.03/DJB/2025, which provides regulatory flexibility allowing companies to continue operating until March 31, 2026. Under this policy, production is capped at 25 percent of the total annual plan. This flexibility applies to companies that already hold approval for a three-year RKAB period.

Another requirement is that companies must have submitted their application for approval of the 2026 RKAB but have not yet received approval, and must have placed reclamation guarantees for the 2025 production operation stage.

In addition, companies must have obtained approval to use forest areas for the production operation stage.

Chairman of the Indonesian Mining Professionals Association (Perhapi), Sudirman Widhy Hartono, said the delay in issuing the 2026 RKAB was due to the Ministry of ESDM reintroducing annual RKAB approvals. This change means approvals are no longer granted for a three-year period.

According to Sudirman, delays in issuing the 2026 RKAB are unavoidable given the large number of mining companies operating in Indonesia. He noted that more than 4,000 holders of IUPs, IUPKs, and PKP2Bs require RKAB approval from the Directorate General of Minerals and Coal at the Ministry of ESDM.

Although the government has launched MinerbaOne, a new system intended to expedite RKAB approvals, delays persist.

Production Controls

Following 2025 oversupply, the government is strictly limiting quotas for 2026 to align with domestic smelting capacity, affecting

nickel and other mineral sands.

Indonesia is shifting back to one-year RKAB periods (instead of three years) starting in 2026 to increase regulatory oversight.

Revision Period

Companies can submit revisions to their 2026 quotas between April and July 2026.
