Hi Jon - I think some might be reading too much into the UK/England change.
It's entirely possible that his accountant or authorised agent made the change during a routine review of all of their clients' details. You may then ask what's the difference between declaring that you live in the UK and declaring you live in one of the four nations. Simply, the govt. can use the data to see how many company directors etc. live in each nation or use it for tax purposes (Scotland having its own rates of income tax) and so on. Aha, you say, surely they could just use postcode data! Yes, but if a website allows you to select a nation from a pick list then you don't need to faff about with a lookup table to allocate a postcode to a region or try to interpret typing mistakes etc.
Not having a go at anyone, just saying there are plenty of less exciting reasons why changes can appear.
Personally, I don't think we'll see any t/o offers until there's P1 data for 1801/2 (I hope I'm wrong!)
