That's a real poser with this company where secrecy is an artform. My own experience is that all contact with them is subcontracted as it were, to others, and the others usually do not reply to you. To be charitable, it may just be the modern way of dealing with things, it used to be called rudeness.
The person seeking to make contact may be best placed to take a scattergun approach and copy in everybody who may be able to answer their enquiry and on that basis the following may be useful, even if only one of them responds.

A low grade alternative method of securing attention would be just to phone up and ask for whoever you are hoping to speak to and say you are from the Winners section at Lytham St Ann (Premium Bonds) and need to speak to them urgently. It very often works.
