An inhaled version of remdesivir is in a Phase I trial, but Gilead Chief Medical Officer Dr. Merdad Parsey said the study is not adequate for a quick regulatory approval.

Yes and no. It's true that the regulatory bodies are not going to approve it just because an eminent scientist with a vested interest says it works, but there is every reason to think that that statement is true and is not a Trumpanesque empty claim. From what I understand of clinical trials (not much) even if a drug 'works' it's not a guarantee that a clinical trial will demonstrate that with the necessary confidence.
