Computer, you're being entirely inconsistent. I understand why, you're defensive of posters seeming negative but in my case it's really not that, I'm just looking for some debate to help me make a decision on whether to invest here, I'm happy to have pushback (as I don't know much!) but in your case it's contradictory.
I clearly wondered, like LegalWolf, whether DFC would fund the project is a large/vast/majority of the (initial) graphite was going China's way. I didn't wonder if the Jilin offtake would preclude further DFC support, I don't think that's the case, but possibly if more offtakes to China were agreed. So your 'because china could be involved in OC at some level' summary of what's being said is misleading, at least on my part, because I think it's fine if China is involved in some level, just not the main bulk of parternships.
There's more uncertainty around the funding than there was before now Trump is in office, I don't think that's all that debateable. And it's possibly the reason for further share price weakness despite genuine positive progress being seen here.
