I've witnessed enough vain attempts by nurses to hit the vein over the last 8 months.
Experience wins every time.

Cat, on failing to find the vein twice or maybe three times, whichever arm, the patients anxiety grows to the point where attempts by said nurse are aborted in favour of somebody with more experience.
As for pricks, look no further than those who repeatedly talked this up and attacked anybody with a concerned outlook during the Ice2 updates.

On missing the vein a second time, or maybe a third time, the nurse will turn to someone more experienced to do it for him/her.
