In general, a ship's voyage plan will utilize one of the many ocean routeing services for voyage optimization.
This will provide weather updates and route advice, maybe updated on 3hr-24hr basis, to best optimize the voyage as per user reqmnts, such as Reqd ETA/least fuel, shortest safe route, ordered rpm or daily bunker consumption etc., and can even take into account different bunker costs when using HFSO & EGCS, transiting ECA and SECA etc.
In situations where delicate cargo is onboard, such as vehicles, deck cargo, etc, a maximiutm allowable adverse weather
permitted may be also stated, so vessel may need to deviate to comply.
During the voyage, the available berth window at the destination port may be known. In case of port congestion, the vessel may be directed to reduce speed for fuel saving.
