They’ll have been in discussion on this for a year or so prior to that LoI. They’ll have known for some time what the requirements were for the project, directly and in terms of the commercial considerations you outline. The bulk should have been in place if working toward signing before operations commenced.

How does any kind of “Emergency deployment” become necessary with such a long gestation period?

Sounds a bit like an Emergency Placing because you **** up timing and have no contingency and we know that would never happen - because they know what they’re doing.
