BT appear to be caught in a catch 22 regulatory paradox, they will not recover until the government forces it to fall in line with what it wants, which is to put all of its money in to building a UK Fibre network, and pass on any income generated from this network to other service providers. I am unsure how Openreach as a stand alone company would survive the first month of being responsible for itself, who would be paying them? Much cheaper to get foreign workers in, people who dont have to adhere to the UK rules or health and safety, just like the people that are working in my high street pulling in fibre tubes without any regard to vehicles or pedestrians, or themselves, there is a man in a box in the center of a live busy traffic lane with a 16 year old spotty kid dressed in shorts, trainers and a dirty t shirt with FCUK on the chest waving at cars as they dodge round the open hole with a mans head and shoulders sticking out, trying to shove about 100 meters of yellow poles in said hole, the yellow poles have about 100 meters of what looks like a 1 inch bore cable or tube? attached to it and the whole lot is laying down the center of the road and people keep driving over it, there dirty white van is parked on the zigzags of a zebra crossing and has been there for 2 hours, no cones or signs, the amber light on top is switched on but the amber cover is missing and it's just a white bulb with a piece of black plastic spinning round it.
I really do think that the belligerence of the BT Board is what is holding them back, I personally think they should roll over, admit defeat, make an appointment with Theresa May, cap in hand and tell her that with her backing and substantial funding that they are prepared to go hammer and tongs at building a Fibre network, until both the government funding and BT,s money's all gone. BT can then become the government's problem and you watch those regulations disappear right out the window the moment it does.
