D-Geeman.
Looking at the article it seems people were not allowed to ride them on the pavements. The problem as I see it is they should be allowed on the pavements. The riders obvioisly (as I do) see electric scooters as fairly harmless, especially compared to any adult bike. You say your children have fallen off after hitting stones. I believe most adult ones have pnumatic tyres so they won't jam when hitting a stone like the old sketeboardsskates used to do. Also I believe most adults would bot get hurt falling 150mm off a scooter even if it were going 15 mph, trotting speed for most fit adult humans. And if you argue people who are not fit or in reasonable shape might get hurt I would say they would avoid electric scooters knowing their own vulnerabilities. Like extremely fat people never seem to ride bikes!#
Grant Shapps has really let the UK down delaying the inevitable legalisation of electric scooters. I see more and more illegal use of them every day. EVERY DAY.
All IMHO.
