No, I cannot name all the cities in England or Scotland with such schemes. I am, however, intimately familiar with Oxford. Oxford's high street/centre has been one of the most polluted cities in UK for many years. The negative impact on health, especially kids (respiratory etc), is significant. The various schemes including low traffic streets, no car zones, parking outside the city centre, etc, introduced in recent years have been done by elected local politicians, voluntarily elected by the people of Oxford. Of course not everybody is happy. Shops may well have concerns about footfall, these schemes may push traffic to surrounding roads, issues around data collection (invasion of privacy risks). These are valid issues and should be managed. As far as I know, most people living in Oxford are happy with the reduction of noise and pollution, to be able to safely cycle or walk to work, shops, schools. It's mainly people from outside who are unhappy with not being able to drive all the way in to the centre. Even if everybody used no emission cars, the city centre doesn't have the capacity for a lot of traffic, the layout is around 1000 years old!!, so I cannot see any going back on this.
Is it part of a big conspiracy? As much I like to always keep an open mind, very doubtful in my view. The Expose is not serious journalism in my books. I will regardless study your other links, as I take you seriously.
