A JV and certainly a TO would likely take months to complete. A TO would need voting on for starters.

The cooperation agreement that has been worked on and agreed over an extended period of time should be signed regardless of whatever other negotiations might or might not be going on. That would mean we can get paid and in the event of any negotiations ending that we are self sustaining.
