Said it before and will say it again, shorting is in my view fraud - no other asset can be sold by someone that does not own title to it. Naked shorting is even worse, as there is no counter-party to call-in the shares reducing risk to the party doing it. It is a myth promulgated by market makers, that markets would not exist if they were unable to naked short. Unfortunately, the powers that be are too intellectually deficit to realise that.
There is no legitimate reason to me, to use an imaginary asset to flood the market to push prices down to enable the procurement of genuine assets at lower prices. The only argument that I would possibly accept, is that acting as seller of last resort to a buyer, the MMs can "sell" a share they don't have - that would mean they have to raise their prices to obtain shares to clear that naked short. If they want to tree shake, they should be restricted to using shares they actually hold, that then is legitimate price discovery.
