DM is playing smoke and mirrors to keep the speculation..saying very little or than the rig is in country.
He said they have "identified" a rig, on its own means nothing really..He could have been more specific..
He has called the 3rd party company Auditors, Inspectors and Investigators, yet they will be stripping assemblies to component level, and rebuilding.. So its big into engineering,
In my experience, so could be wrong..
Auditors check books, accounts, stocks(parts) and procedures etc..
Official Inspectors Pass or Fail, returning after rectification by whoever to inspect again, like your MOT
Test engineers put things through their paces and ensure they work to specification and design
Engineers/Technician tune, adjust, repair maybe to component levels, maybe switching assemblies( a swap bad for good or maybe sent for refurbishment to be returned(long lead item))
There could be a crossover between each as test engineers may decide if a pass or fail, and may rectify a bad. But if an official certification is needed then a qualified inspector is required.
In a garage a technician can repair your brakes, test them, if they are happy you get your car back,, but if they failed the MOT, the work has to be approved by the inspector, so retested.. But most garages have a qualified inspector at hand.

Guessing here but if He1 are becoming owners, Maybe checking documentation, operational and safety procedures are complete and up to date(auditors)...
It may need road worthiness and rig certifications (inspectors)
It may need work and regulatory upgrades to pass the certifications( vehicle and rig technicians, mechanical, electrical..., )
Fingers crossed it has been well stored, and was in good shape after its last job..
