Press release from the Council of Ministers of Wednesday, April 16, 2025: CM No. 2025-16/SGG.
he Council of Ministers met in ordinary session on Wednesday, April 16, 2025, in its deliberation room at the Koulouba Palace, under the chairmanship of Army General Assimi GOITA, President of the Transition, Head of State.
After examining the items on the agenda, the Council:
- adopted draft texts;
- made appointments;
- and heard communications.
IN THE CHAPTER OF LEGISLATIVE AND REGULATORY MEASURES
1. On the report of the Minister of Economy and Finance, the Council of Ministers adopted:
a. a draft decree approving the contract for the purchase of 21,543 tonnes of fertilizers and delivery to Bamako for the benefit of the beneficiaries of the Project for the Development of Productivity and Agricultural Diversification in the Arid and Semi-Arid Zones of Mali.
The contract is concluded between the Government of the Republic of Mali and the Société Office Chérifien des Phosphates (OCP-AFRICA) for an amount of 9 billion 838 million 580 thousand CFA francs excluding VAT and a completion period of 45 days.
The execution of this contract will improve agricultural productivity and strengthen the resilience of rural households living in the project intervention areas.
b. a draft decree approving the contract for the air transport of government-sponsored pilgrims and their baggage for Hajj 2025.
The contract is concluded between the Government of the Republic of Mali and the EGYPTAIRKALIS VOYAGES-SARL Group for an amount of 2 billion 62 million 500 thousand CFA francs and a completion period of one month.
The execution of the said contract will enable government-sponsored pilgrims to fulfill their religious duty in the best possible conditions.
2. On the report of the Minister of Mines, the Council of Ministers adopted a draft decree authorizing the transfer to the Société Les Mines de Lithium de Bougouni-SA of the large lithium mine exploitation permit awarded to the Société Future Minerals-SARL, in Foulaboula, in the Circle of Bougouni, Bougouni Region.
A research permit for lithium and group 2 mineral substances was awarded to the Société Future Minerals-SARL in Foulaboula.
The research work carried out by the Company on the Foulaboula perimeter led to the discovery of a lithium deposit with estimated reserves of 21.31 million tonnes at a grade of 1.11% lithium oxide, exploitable by the conventional open-pit method over a period of 10 years.
Following this discovery, a large lithium mine operating permit was granted to Future Minerals-SARL, by Decree No. 2021-0774/PM-RM of November 5, 2021.
In application of the provisions of the Mining Code, Future Minerals-SARL created the Malian public limited company called “Les Mines de Lithium de Bougouni-SA”.
