2 things tonyj. Again, Smart Meters are just measuring kit made smart by a Comms reporting ability. What additional functions are you expecting from a meter? If it's just auto cut off, it could be supplied for pennies.
Notspots are an unfortunate myth now, ask anyone in the field. The system jake has reported was being worked on a number of years ago, and appears now delivered to complete the SM rollout where wanted. CC will update all on this, but they have bought another 3 years through blagging. Who'd have thought it eh.

Hi jake, this tech was suggested to be close a few months ago when I had SM's fitted. The engineer said it would be a remote system set up without the need of another physical visit, is that your experience?

I wouldn't assume there was any issue with any meters or comms. Far too little information on all of that.

tonyj, it is a meter that registers the flow of whatever goes through it. That's it. The fact Indore, supposedly the most coveted SM install in India, don't know how to use the information from the Comms is frankly a joke in itself. You seriuosly couldn't make this up.
