Yes Keras have said in their their annual reports that there is no precedent for issuing the required license in Togo
Hopefully, therefore the reason for the delay is purely administrative.
You'd think therefore as well Togo will be relying on Keras's help and will act accordingly.

Not sure that is right, license will be issued to a local company that Keras part owns

Pleasure, bought a few more myself on the basis that the drop today is because of Covid ,and yet Keras is not particuarly exposed to Covid.
