Given the current international situation with an inevitable impact in East Timor, I convened an extraordinary meeting of the State Council to hear Prime Minister Xanana Gusmão report on some topics of great importance:

• Government policies and strategy to weaken the impact of multiple international crises on the economy of Timor-Leste and their social ramifications;

• Progress in negotiations with partner oil companies on the development of the GREATER SUNRISE gas field;

• Negotiations with Indonesia on the land and maritime borders between the two countries;

• Technical preparations for the presidential elections in 2027.

The Prime Minister Xanana, very scholarly, tireless, made a thorough, very elucidative presentation on topics of great importance to East Timor.

The Governor of the Central Bank of Timor-Leste, Dr. Helder Lopes, has been invited to complement the Prime Minister's speeches on the management of the Sovereign Fund of Timor-East.

The economic indicators are positive with a projected growth of 5% in 2026. Inflation is going down.

(The annual inflation rate in East Timor fell to 0.8% in March 2026, down from 1.0% checked in February. The average annual inflation projected by the Timorese government for this year is 2.2%, driven mainly by fluctuations in food prices on the global market and 26, compared to 1.0% in February, the lowest in seven months)

According to the IMF, Timor-Leste is one of the few countries in the world less affected by the global energy and economic crisis because with a well-managed sovereign fund, strong reserve in US$, which the Government can resort to to mitigate the social impact of the energy and consumer goods crisis.

Timor-Leste benefits from the appreciation of US$ against currencies of countries where we have a strong trade deficit. Our import bill goes down with dollar appreciation.

The 𝐁𝐚𝐲𝐮-𝐔𝐧𝐝𝐚𝐧 𝐠𝐚𝐬 𝐜𝐨𝐧𝐝𝐞𝐧𝐬𝐚𝐭𝐞 𝐟𝐢𝐞𝐥𝐝, operated for decades in the Joint Petroleum Development Area between Timor-Leste and Australia, produced over 3.4 𝐭𝐫𝐢𝐥𝐥𝐢𝐨𝐧 𝐜𝐮𝐛𝐢𝐜 𝐟𝐞𝐞𝐭 𝐨𝐟 𝐠𝐚𝐬 and more than 100 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 𝐛𝐚𝐫𝐫𝐞𝐥𝐬 𝐨𝐟 𝐜𝐨𝐧𝐝𝐞𝐧𝐬𝐚𝐭𝐞 before reaching end of life.

That production history matters for two reasons:

First, it confirms the basin's productive potential. The Timor Sea is not a frontier play in the geological sense. It is a proven basin with established production history, existing pipeline infrastructure, and a track record of operating in deepwater conditions.

Second, it created a knowledge base. Engineers, geoscientists, regulators, and commercial teams on both sides of the border have worked this basin for decades. That institutional knowledge reduces technical uncertainty for new entrants.

The Greater Sunrise field, estimated to hold approximately 5.1 trillion cubic feet of gas and 226 million barrels of condensate, remains undeveloped. The commercial pathway for its development is an active area of negotiation between the Timorese government and field stakeholders.

For investors evaluating basin entry, the production history and the scale of undeveloped resource are the starting point of the conversation.

I agree with filthy, some of the comments posted here are very bizarre!

Andy has put 1.5 million up, the board have skin in the game, and we now have an asset that will likely yield enough profits to cover a good amount of the Chuditch drill working in conjunction with Finder Energy.

We are now in a much stronger position than we’ve ever been, and over the next 3-6 months I’m sure more positive updates will filter through.

I’d say now is the time to take advantage of the current SP!

With the 𝐓𝐨𝐑 now approved, the project team will advance through the remaining stages of 𝐄𝐈𝐒 𝐩𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧. The outcome of that process will determine the conditions under which the 𝐊𝐓𝐉 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 can move to development. Read between the lines, he stated they’d done their due diligence, that says to me that they’ve had many conversations with many people at different stages since coming to the market.
