The buy/sell is an algo against spread
spread 28p to 28.5p
Anything under 28.25p is classed as sell and anything over 28.25p is buy. 28.25p comes up as unknown.
Currently all are going through as sells as buy and sell actual prices are below 28.25p

Very strange, unable to get dummy sell quote on HL for last 1.5 hrs, buy no problem.
Just got one at 28p, buy at 28.1p
